If it is over 10,001 lbs and used in interstate commerce for hire, yes, it needs a USDOT number, and for-hire property carriers need MC authority with a liability filing. Weight, not CDL status, drives the rule.
Most require $1,000,000 auto liability and $100,000 cargo with the program named as certificate holder, and some add physical damage. Bring the program's requirements page and we will quote to it.
